Ozzie was born in Russia in 1935 to Latvian parents, Zelma and Peter Spagis, and came to Canada in 1950. He settled for a time in the Lethbridge area, working on a sugar beet farm. He later moved to Canmore and worked for the C.P.R.,Canmore Mines, Canada Cement, and the Government out of Banff. He is the father of two children, Melanie and Gerry.
